Default Question about phasing up

My son is at Ft. Gordon and is trying to phase up, today he and 14 others were to have locker inspections as the final task to phase up. The sargent told them to report to their lockers after class and wait, she would be up after she tested the females. They waited for 2 hours and she did not show, but rather was seen leaving for the day. Needless to say they are all very upset. They insist that there is nothing that they can do, as she is the first to report to in there chain of command and "the Army" doesnt work that way". Most of the guys are really frustrated and angry. What should they do at this point? If anything? Being a mom, I get just as upset when I get a call from an angry and frustrated son, who insists that he will leave next weekend with or without phasing up!

id be pretty mad too, but there is not much you can do about it
