Yes, they are allowed. They must not be tasteless. (that is a subjective phrase)
I will be the first to admit, I don't like them. I have enough rank that I will not hesitate to give a troop a ration of crap over some the tattoos. If they don't make a solider look bad in uniform, then I won't say anything. There was a solider who came in front of a promotion board that I sat on that had neck tattoos. I failed him just on his presentation alone. I felt the neck tattoos were a poor decision, and felt that was a reflection of his leadership skills. How can he set an example of leadership when he couldn't follow.
Others feel differently. The jail house tattoos are the worst.

Yes they are authorized as long as they are good taste, I dont agree with it being visible while in uniform either but ohh well. We had 2 high speed soldiers that we were trying to get on our honor guard team and out 1sg turned us down because they had tattos on thier arms visible while in class B's.

I would have to say it depends on where your at.
In garrison, it will become an issue. If your deployed, no one will say a word.
Keep in mind though, that I am in a basic training enviroment. That mindset is something I never used to have until I got here. I didn't care about tattoos unless they just made one of my troops look bad.
