SBP 2005/2006 OPEN ENROLLMENT PERIOD
ELECTION PROCESS

Retirees making an election during the open enrollment period must complete and submit a DD Form 2656-9, Survivor Benefit Plan (SBP) and Reserve Component Survivor Benefit Plan (RCSBP) Open Enrollment Election (Public Law 108-375) (October1, 2005 – September 30, 2006).

  • For SBP the DD Form 2656-9 open enrollment elections will be forwarded to the Defense Finance and Accounting Service – Cleveland (DFAS-CL) at the following address:  Director, DFAS-US, Military Retired Pay, PO Box 7130, London, KY  40742-7130. 
  • For RCSBP open enrollment elections the DD Form 2656-9 will be submitted to the Human Resources Command – St. Louis (HRC-St. Louis) at the following address:  Commander, Human Resources Command – St. Louis, ATTN:  AHRC-PAP-T, 1 Reserve Way, St. Louis, MO  63132-5200.

Open enrollment period elections are generally voluntary and may not be court ordered, deemed, or require spouse concurrence with the following exceptions: 

  • A reservist who elected RCSBP Option A will require spouse concurrence if they elect RCSBP during the open enrollment period at less than full base amount for spouse. 
  • For a reservist who elected RCSBP Option A, whose former spouse submitted a valid deemed election for court ordered SBP, any RCSBP open enrollment election other than former spouse will be invalid.

Effective Date of Elections.

  • Elections are effective the first day of the first month following the date a valid election is received.
    • The date received for SBP elections is the date DFAS-CL logs the valid election into their system.
    • The date received for RCSBP elections is the date HRC–St. Louis logs the valid election into their system.

For example, a valid open enrollment election logged into the DFAS-CL or HRC-St. Louis system on 1 October 2005 is effective on 1 November 2005.

    • The mailing date will be deemed as the date received if the log-in date would preclude the payment of an annuity and the survivor has proof of mailing.  It is recommended the retiree use certified mail or registered mail with return receipt and retains the proof of mailing date. 
    • Open enrollment elections received prior to 1 October 2005 will be deemed as received on 30 September and will be effective on 1 October 2005.  No open enrollment elections will be effective prior to 1 October 2005.
    • Elections received after 30 September 2006 will be deemed as being received on the date of mailing if the post mark is dated within the open enrollment period.  Open enrollment elections with a postmark 1 October 2006 or latter will be invalid elections.

Notification of Open Enrollment Election Receipt

    • For SBP open enrollment elections, DFAS-CL will notify the retiree in writing of the amount due to participation and effective date of the election. 
    • For RCSBP open enrollment elections, HRC-St. Louis will notify the retiree in writing that the election was received. 

Cancellation of Open Enrollment Elections. 

  • Retirees may cancel SBP open enrollment elections after receipt of the DFAS-CL letter of notification of open enrollment cost and effective date. 
    • DFAS-CL must receive the letter within 30 days of the date of their notification letter. 
    • The cancellation letter will be mailed to the following address:  Director, DFAS-US, Military Retired Pay, PO Box 7130, London, KY  40742-7130.
  • Retirees may cancel RCSBP open enrollment elections after receipt of the HRC-St. Louis letter notification of open enrollment receipt.
    • HRC-St. Louis must receive the letter within 30 days of the date of the HRC-St. Louis letter. 
    • The cancellation letter will be mailed to the following address:  Commander, Human Resources Command – St. Louis, ATTN:  AHRC-PAP-T, 1 Reserve Way, St. Louis, MO  63132-5200.
  • It is recommended the retiree uses certified or registered mail with return receipt and retains the proof of receipt of the cancellation by DFAS-CL or HRC-St. Louis.
