When a Soldier enlists, they enlist for 8 years total. While you may serve 4 or 6 of that active, the rest is spent in the IRR. The fine print is that the Army can call you back. Why are they calling Soldiers back? Well they have already spent thousands of dollars training Soldiers who have an obligation. Sometimes those Soldiers hold certain MOS' that the Army has need of, they will call back Soldiers who are already trained.

Bottom line, they spent money, trained them and they have the experience the Army needs at the time.
