Both are Reserve Components meaning that Soldiers only serve "part-time" the standard one weekend a month, two weeks in the summer. National Guard is state funded and can be called up by the governor for state issues like natural disasters or riots and such. They can also be called up by the President. Reserves are federally funded and can only be called up by the President.
